Baby Beach in Raglan and Pilot Bay at Mount Maunganui are the calmest, both sheltered bays with shallow, still water rather than open surf. Mount Maunganui's Main Beach is patrolled and family-built, but it's still open-ocean surf, which matters more once your kids are actually in the water than out of it.
Are these beaches patrolled all year?
No. Patrols run over the New Zealand summer patrol season, roughly late October to April, so a winter visit to any beach on this list means no lifeguards regardless of how family-friendly the sand looks.
Which of these works without a car?
Oriental Bay in Wellington, since it's a short walk from the CBD and doesn't need a car at all. Most of the rest, Kaiteriteri, Whangamata, Tahunanui, are built around driving to them, so budget for a rental if you're not already based nearby.
